We asked
The purpose of the consultation by the IOM CAA was to seek views on the proposed policy for ground handling at certified aerodromes in the Isle of Man.
Feedback was sought on a number of areas including definition and scope, responsibilities for ground handling service providers (GHSP) and certified aerodromes, reporting requirements, and IOM CAA oversight activity.
You said
IOM CAA received 21 responses to the consultation. 7 responses were excluded from further analyses due to answers not being within scope of the consultation. Of the remaining 14 responses they were all broadly supportive of the policy being proposed with most responses receiving above 85% agreement.

IOM CAA have reviewed all comments and express are gratitude for the time taken by respondents in providing their views. CP8 has been updated based on the views expressed.

Overview
The Isle of Man Civil Aviation Administration (IOM CAA), a division of the Department for Enterprise, is the aviation safety and security regulator for the Isle of Man and is also responsible for ensuring the Island’s aviation regulation meets International Civil Aviation Organisation (ICAO) Standards and Recommended Practices and other relevant aviation standards.
‘Ground handling’ are the services necessary for an aircraft’s arrival at, and departure from, an airport, other than air traffic services. These services are a fundamental part of modern aviation and makes up a significant degree of activity at a certified aerodrome.
The proposed Isle of Man policy and guidance aims to:
- establish the Isle of Man’s scope of and criteria for the safety oversight of ground handling services
- establish the baseline aviation safety standards for ground handling services
- promote the use of scalable management systems proportionate to the size and complexity of the operation
- acknowledge the continued use of current industry standards
Why your views matter
This consultation paper describes and explains our proposed new publication ‘CP8 - Policy and guidance for providers of Ground Handling at Certified Aerodromes in the Isle of Man’ and sets out our key questions.
Your input will help us make an informed decision on the future aviation safety policy for ground handling in the Isle of Man.
We particularly encourage responses from any persons or organisations associated with or affected by the following ground handling services:
- ground supervision
- passenger handling
- baggage acceptance, handling, movement on the apron, and loading/unloading of the aircraft
- cargo and mail handling, movement on the apron, and loading/unloading of the aircraft
- apron handling of aircraft including marshalling; aircraft securing, towing and pushback
- aircraft turnaround covering the following:

- refuelling and defueling
- oil replenishment and servicing
- toilet and potable water servicing
- aircraft exterior and interior cleaning
- aircraft de-icing and aircraft anti-icing
- loading and unloading of aircraft including supplies and catering
- provision and operation of ground support equipment
