Overview

We are seeking views on proposals to refuse Building Control approval on applications for new buildings containing fossil fuel heating systems from 1 August 2023, as a way of effectively bringing forward the 1 January 2025 ban prohibiting installation of such systems.

The proposal is following an action within the Climate Change Action Plan 2022 – 27, approved by Tynwald last year to “Bring forward the ban on fossil fuel heating systems in new builds to 2024”.

Why your views matter

We are seeking views from businesses and individuals on the proposals.

We would like to hear from those involved with all stages of the construction and development industry – whether that be preparing plans, construction phase, large or small-scale developments, installation of heating systems or purchasing completed buildings.

If you or your business is likely to be affected by the proposed changes we would like to ensure that you fully understand the proposals and tell us what they would mean for you/your business.

What happens next

The responses of the consultation will be assessed and proposals may be amended on the basis of responses. A decision will then be made on whether the proposals should be taken forward. If so, regulations will be prepared and submitted for approval by Tynwald at the July sitting.

The summary of responses will also be added to the Net Zero website on the Resources Hub.

  • The Future of Heat Workshop

    A collaborative workshop with the Island's construction sector to build our vision of the future heating systems of the Island to deliver on net zero.

    Tynwald published the Climate Change Plan 2022-27 in October last year, setting a goal for a 15% reduction of carbon emissions in the buildings sector by 2027.

    With the upcoming ban on installing fossil fuel heating systems in new builds from 2025 (from the Climate Change Act 2021), and in readiness for this, the proposed action to roll out "bringing the ban forward" by refusing building control applications as early as August 2023, the session will highlight the aspirations in the Island's policy plans to enable the decarbonisation of heat and opportunities for the sector to benefit.

    We will hear from Low Carbon Heat Specialist, and Advisor to the Climate Change Board Dave Sowden with an insightful look at new low carbon heat projects from elsewhere and the likely role of hydrogen in heating.

    As the Island moves from strategy to implementation of the plan we invite industry discussion on topics and solutions to delivering the Island's new buildings with low carbon technologies, from supply chain, design standards to training and growing the workforce.
