We asked

A full and public consultation process was undertaken from 21st July to 1st September 2020. In addition to the online consultation process on the Government Consultation Hub, four drop in sessions were offered to stakeholders to meet officers who have been involved in developing the draft bill.

Sessions were held in Douglas, Ramsey, Peel and Port St Mary, throughout August 2020, to provide access to communities around the Island.  The sessions were attended by over 100 members of the public. A full page advert was placed in The Courier, and adverts and reminders were put out on all major social media channels. Posters and radio interviews were also used to promote the consultation and associated drop-in sessions.

You said

There were 120 responses to the consultation, 100 of which were submitted via the online consultation hub. In addition to views being welcomed from the general public the following stakeholder groups were directly invited to contribute to the consultation.

  • Tynwald Members;
  • Registered political parties;
  • Chief Officers of public bodies;
  • Local authorities; and
  • Businesses and third sector organisations with a direct interest in climate change.

We did

The Bill has been revised to take account of the consultation feedback as well as having its drafting improved to better implement the policy goals as set out above and in the consultation. The revised Bill was subsequently introduced into the Branches for its first reading on the House of Keys on Tuesday 3rd November 2020.

Overview

This consultation is about the development of the Climate Change Bill, a fundamental part of climate action on the Island, necessary to meet the Chief Minister’s target of net zero greenhouse gas emissions by 2050.

Why your views matter

Climate change is something that will impact us all and we will need to make changes to ensure we achieve the goal of net zero greenhouse gas emissions. Many of the provisions set out in the Bill have the potential to change the way we live our lives, ensuring we have a fair, resilient and sustainable society in the future. This is your opportunity to have your say on this important legislative provision to support climate action, to help shape the future of the Isle of Man and to support the implementation of local solutions for our net zero goals.

Please note: The draft Climate Change Bill is a complex piece of legislation and this consultation is necessarily complex too. We encourage respondents to complete the whole consultation, but if you would only like to comment on a specific issue/part of the Bill then that is possible. You can use the Consultation Contents page to see an overview of the consultation and to navigate to the relevant part. You can also save your progress and return later.

We appreciate that additional assistance may be required and are therefore offering 4 drop-in sessions on the consultation which are open to all. Consultation process

The consultation commences on 21 July and will run for a period of 6 weeks. Submissions with respect to the consultation must be submitted by no later than 5pm on Tuesday 1 September 2020.

Submissions with respect to the consultation can either be:

  • Made online via the consultation hub by clicking 'Online survey' below;
  • Submitted via email to climatechange@gov.im; or
  • Posted to the following address:

What happens next

We will review results from the consultation which will be used to inform the final version of the legislation before it enters the legislative process.
