Procurement Policy Review 2021

We asked for feedback on, and views about, your experience of procurement in the Isle of Man. The Procurement Policy review included a range of consultation activity, including:

• Supplier workshops – 4 sessions, 31 participants
• IOMG staff workshops – 3 sessions, 28 participants
• External online consultation –12 responses
• Internal online consultation – 24 responses
• Individual interviews
  • 13 IOMG staff
  • 15 external (suppliers and other stakeholders)

At the workshops and in interviews, open and frank discussions were conducted based around the questions being asked in the online survey, and the answers were fed back into the overall analysis.

Consultation responses are included in the report, with analysis of the range of views feeding into the formation of a set of recommendations. Responses suggest that there are a number of opportunities to improve procurement outcomes, with benefits outlined as supporting the economy, aligning with Government strategic objectives, and achieving Best Value and additional Social Value through procurement.

The report has now been published and will be laid before the June 2022 sitting of Tynwald. 

Overall, the exercise has concluded that the Policy principles and objectives remain valid. Some improvements have been delivered since the introduction of the Policy, but there is room for further improvement in respect of operational delivery.
