Douglas Head Conservation Area

Overview

Under Section 18 of the Town and Country Planning Act 1999:

'The Cabinet Office shall determine which parts of the Island are areas of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance, and shall by order designate such areas as conservation areas.'

The proposal to designate the Douglas Head Conservation Area reflects the area’s distinctive history, architectural value and high-quality natural environment.

The proposed Conservation Area covers the area of Douglas Head, parts of South Quay and the outer harbour. The road junction of Douglas Head Road and South Quay (adjacent to Trafalgar House and Murdoch House) marks the proposed area’s Northwestern boundary. The boundary then heads east along South Quay past the Millenium Swing Bridge and the fort Anne Jetty. The boundary then steps in-land, excluding the Manx Petroleum depot and Coastguard station before following the Mean Low Watermark around Port Skillion reaching the Conservation Area’s eastern boundary at the Douglas Head Lighthouse. The boundary then heads south, following the coastline past Douglas Head Apartments until it reaches the Archway on Marine Drive. At which point it cuts in-land, following the field boundary and skirting round the rear of the Douglas Head Industrial Estate (which is excluded from within the boundary). The boundary drops around the rear of Taubman Terrace, including the site of the former Gas works and Murdoch Chambers.


In 2021, the Cabinet Office carried out a public consultation on whether Douglas Head should be considered for Conservation Area status. 77% of respondents supported the proposal, and the Cabinet Office is now progressing work to formally designate the proposed Conservation Area.

Why your views matter

The 2021 consultation demonstrated broad support for the designation of Douglas Head as a Conservation Area. The Cabinet Office is now undertaking a further consultation to seek views on specific elements of the proposed Conservation Area. Feedback is invited from all stakeholders and interested parties including residents, businesses, and those with an interest in the built or historic environment on matters including:

  • The proposed boundary of the Conservation Area
     
  • The potential implications of Conservation Area status for future alterations or improvements to properties
     
  • The level of support for planning or design guidance relating to the proposed Conservation Area
     
  • If there is support for wider initiatives to better promote Douglas Head’s heritage
