You can't have one rule for individual residents and another for others. It's setting a dangerous precedent, which will inevitably lead to development of larger scale work being carried out without prior approval.

As it should - protection of the local environment and ability for all to have their say.

"A quick and efficient way of identifying proposals which are unlikely to have an impact"
- A handful of people, particularly those interested only in financial gain, people pleasing and the ability to do their jobs more quickly (not necessarily more efficiently) cannot be trusted to make decisions on what constitutes a low impact proposal.
It is blurring the lines and making it easy for these rules to be manipulated in the future.
